Julia Anderson Project Administrator Julia has been with BRIDGE since June 2006. As Project Administrator she is currently working on new construction projects in San Francisco and Suisun City. Before becoming a Project Administrator, Julia worked as a Compliance Administrator in BRIDGE's Asset and Property Management Department, focusing on insurance compliance and special projects. Prior to joining BRIDGE, Julia participated in Local Initiative Support Corporation's AmeriCorps program where she worked as a Project Specialist for Habitat for Humanity East Bay. Julia graduated from UC Berkeley in 2005 where she completed a double-major in Urban Studies and Geography. |
Jonathan Astmann Assistant Project Manager Jonathan joined BRIDGE in 2004, working initially in property management compliance, and currently in development. As a passionate member of BRIDGE's internal Green Building Committee, he enjoys researching green building technologies and funding sources. While at BRIDGE Jonathan has helped launch a homeownership assistance center and coordinate a participatory community process to determine a reuse strategy for a historically significant train station. Prior to joining BRIDGE he worked in the Modernization Department of the Ansonia Housing Authority in Ansonia, Connecticut, prioritizing capital needs and analyzing redevelopment scenarios. He holds a B.S. in Urban and Regional Studies from Cornell University. | Mary Flynn Detlefs Project Administrator Mary Flynn joined BRIDGE shortly after moving to San Francisco in December of 2006. She has a Bachelor of the Arts in English literature from a liberal arts university in Virginia: Washington & Lee University. Currently, she assists Lisa Grady and Smitha Seshadri as a Project Administrator focusing on rehabilitation projects in Oakland, Stockton and Richmond, CA. Current development projects include the rehabilitation of Kentfield Apartments in Stockton and the rehabilitation and adaptive reuse of St. Joseph's in the Fruitvale neighborhood of Oakland. Prior to joining BRIDGE, she worked in various capacities at non-profit policy and advocacy organizations in Atlanta, Georgia including the Georgia Partnership for Excellence in Education and Voices for Georgia's Children. | Crellan Duffy Architect, Construction Manager Crellan provides support and advice to development staff members with respect to design, code, standards compliance, plan checking, construction, value engineering, and other design/construction-related issues. Additionally, he consults with acquisitions and property & asset management staff to evaluate buildings and solve ongoing maintenance issues at existing properties. Crellan has 29 years' experience as an architect with a diverse experience in building types and a strong focus on multifamily housing, but including a number of types of senior housing, congregate and assisted care, office buildings, hotels, ski resorts, restaurants, a theater, and medical and educational buildings. Previous experience includes work with Hornberger Worstel and TWM Architects. Crellan has a Bachelor of Architecture degree from University of Idaho. | Tom Earley Director of Development Tom has over 17 years of experience in design, planning and development. He joined BRIDGE as a Project Manager in 2000. Projects he has worked on at BRIDGE include the mixed-use Geary Senior Campus in San Francisco and Irvington Terrace in Fremont. Tom's experience includes work on a diverse portfolio of mixed-use and mixed-income projects on urban infill sites in the greater Bay Area. Prior to joining BRIDGE, he worked for homebuilder Richmond American Homes, where he gained extensive experience in land acquisition, master planning, and project entitlements. He also worked as a project manager for Panoramic Interests on a variety of urban infill developments in Berkeley. Tom holds a Master of Science degree in Engineering/Construction Management and an A.B. Architecture degree, both from UC Berkeley. | Jesse Elton Project Manager Since joining BRIDGE in 2004, Jesse has worked both on new construction projects, and on restructuring and rehabilitation of BRIDGE's existing assets. In her current role, she is part of a team dedicated to developing and implementing an overall strategy for dealing with investor buyouts, refinancings, and rehabilitation of projects at their fifteenth year. She also currently chairs BRIDGE's Green Building Committee, and represents BRIDGE at various forums related to sustainable building. Prior to coming to BRIDGE, Jesse worked with a Boston City Councilor, and in community development organizations in Boston and Philadelphia. Jesse graduated from Haverford College with a Bachelor of Arts degree, where she majored in Growth and Structure of Cities with a minor in Sociology. | Catherine Etzel Project Administrator Catherine joined BRIDGE in 2006. As a Project Administrator, she devotes most of her time to assisting on the new construction of homeownership developments. While at BRIDGE, Catherine has worked on the development of Mandela Gateway Townhomes and Cottonwood Creek. Current projects include Linden Lofts, a work/live for-sale development in West Oakland, the Dolores Lia, an affordable for-sale conversion in Millbrae, and two condominium projects in San Francisco, Mission Walk and 474 Natoma. Prior to joining BRIDGE, Catherine worked as a litigation assistant at a New York City law firm. Catherine holds a Bachelor of Arts degree in U.S. History from Columbia University. | Lisa Grady Senior Project Manager Lisa came to BRIDGE in 1996 as a Project Manager after relocating to the Bay Area from Los Angeles, where she worked for four years developing and preserving single-room-occupancy hotels in Los Angeles's Skid Row. During her tenure at BRIDGE, Lisa has managed the development of many projects, including The Parkview Assisted Living, Rotary Village, Strobridge Court and the acquisition of Chelsea Gardens Apartments, a HUD-subsidized project that had been at risk of conversion, as well as the Northpoint and Arroyo Point developments in Santa Rosa. Lisa also worked with the city of San Rafael to implement a comprehensive community revitalization program in the Canal neighborhood, which resulted in the completion of two acquisition rehabilitation projects. Lisa has a BA from San Diego State University and a Master of City Planning degree from UCLA. | Kevin Griffith Senior Project Manager In his seven-year tenure with BRIDGE, Kevin has worked on many of BRIDGE’s high-density developments, including Church Street Apartments in San Francisco, Coggins Square in Walnut Creek, and Grayson Creek Apartments in Pleasant Hill. Prior to joining BRIDGE, Kevin worked at Mid-Peninsula Housing Coalition and the Northern California Land Trust in Project Management, and was a Civil Engineer at the Marin County Department of Public Works. Kevin currently chairs BRIDGE’s Green Building Committee and represents the company on the Green Affordable Housing Coalition, as well as the San Francisco Housing Action Coalition. He is involved in several committees of NPH, is a member of SPUR, and an associate member of ULI. Kevin has a B.S. in Civil Engineering from Cal Poly San Luis Obispo and a Master in City and Regional Planning from UC Berkeley. | Rebecca V. Hlebasko Vice President and General Counsel Ms. Hlebasko oversees the legal work for real estate development, project finance, asset management and property management matters for BRIDGE and BUILD. She joined BRIDGE in 2007. Ms. Hlebasko has been a practicing real estate attorney for over 25 years, representing a broad range of developers and institutional investors, with an emphasis on affordable housing and urban infill development. Before coming to BRIDGE, Ms. Hlebasko was a member of the law firm of Sheppard Mullin Richter & Hampton and, prior to that, a partner in the law firm of Pettit & Martin. She holds a B.A. from Fordham University and a J.D. from Yale Law School. | Don Lusty Project Manager Don joined BRIDGE in November 2004 and is currently working on several projects including the Geary Boulevard Senior Living & Health Campus– 150 units of affordable senior rental housing in San Francisco– which BRIDGE is developing in partnership with the Institute on Aging. Prior to joining BRIDGE, he spent six years at the Santa Clara County Housing Authority managing the development process of several affordable housing projects in the South Bay. Don’s previous experience also includes several years as a practicing tax accountant for a variety of firms, including his own practice and Deloitte & Touche. At UC Berkeley he earned a Master of City and Regional Planning, and he also holds a Master of Science in Tax Accounting from University of Colorado. | Andy H. Madeira Director of Development Andy has over 13 years of experience in development and real estate finance. Prior to joining BRIDGE in 2005, he was a Community Development Manager/Regional Underwriter for the American Communities Fund at Fannie Mae, where he was responsible for sourcing and underwriting community development investments. Prior to joining Fannie Mae, Andy was Vice President at Community Preservation and Development Corporation, a nonprofit housing developer and community services provider in Washington, D.C., where he developed affordable multifamily housing and oversaw development of technology access and training programs. He has also practiced law at nonprofit legal organizations in California and Pennsylvania. Andy is a graduate of the Boston University School of Law and the University of California at Santa Cruz with a B.A. in Economics. | Joe McCarthy Project Manager Joe has over nine years of experience in design, planning and real estate development. During that time, he has worked on urban infill and transit-oriented development projects in the Bay Area and New York City. He came to BRIDGE as a project manager in November 2001. Joe is the project manager for BUILD’s 154-unit residential development in Palo Alto and assisted in the acquisition and entitlements phase of the 20-acre residential development at Central Station in West Oakland. Previously he was an assistant project manager with Forest City Ratner Companies. He also worked for Taylor Woodrow Homes in San Rafael and The Enterprise Network in San Jose. Joe holds a Master of Urban Planning degree from Harvard University and a B.A. in Landscape Architecture from UC Berkeley. | Ben Metcalf Probridgehousingject Manager Ben joined BRIDGE as a project manager through a Fellowship at the Center for Urban Redevelopment Excellence at the University of Pennsylvania. He is currently working on Ironhorse, a 99-unit affordable development at Central Station in West Oakland, as well as the redevelopment of adjacent historic train station building. Other projects include Fabian Way, a 56-unit senior affordable development in Palo Alto, Trestle Glen, a 119-unit transit-oriented multifamily affordable development with childcare center in unincorporated San Mateo County, and lease-up of 18,000 square feet of retail at Mandela Gateway in Oakland. Prior to joining BRIDGE in 2003, Ben worked as a Development Associate at Common Ground, a New York nonprofit development company focused on housing and support services for the formerly homeless. Ben has a Bachelor of Arts from Amherst College and a Masters in Public Policy and Urban Planning from Harvard University. | Kim Nash Project Manager Kim joined BRIDGE in December 2005 and is currently managing the development of two affordable homeownership projects in San Francisco, including Mission Walk in the Mission Bay neighborhood and 474 Natoma Street near the downtown Sixth Street corridor. Prior to joining BRIDGE, Kim had seven years of residential development experience in New York, working both as a project manager for a private developer and as an underwriter for the New York State Housing Finance Agency. Kim holds a Masters in Public Policy from Harvard University and a B.A. from Washington University. | Smitha Seshadri Project Manager Smitha joined BRIDGE in January 2006 and is currently working on the rehabilitation and conversion of the historic St .Joseph’s Professional Center landmark in Oakland into affordable housing. Prior to joining BRIDGE, she was the Housing Development Director at the Housing Authority of the County of Santa Clara, where she was responsible for managing all aspects of the development process for several affordable housing projects in Santa Clara County. Smitha‘s previous experience also includes working as project manager for the Emergency Housing Consortium in San Jose and assistant project manager for a variety of architectural firms in San Francisco including, Corlett, Skaer and DeVoto and Bent Severin and Associates. Smitha holds a Master of Business Administration degree from the University of Chicago and a Master of Architecture degree with an emphasis in community development from Kansas State University. | Ann Silverberg Vice President Over her 18-year tenure at BRIDGE, Ann has assumed increasing responsibility in real estate development. As Project Manager and Director of Development, she managed many of BRIDGE’s signature projects, including Montevisa Apartments, a 306-unit, mixed-income property in Milpitas. Ann currently is Vice President, where her work has been focused on the general restructuring of BRIDGE’s existing assets, with an emphasis on acquiring the partnership interests of our tax credit partners. She also evaluates potential acquisition opportunities. Ann has been very active in the policy arena, currently serving as Vice President of Board of Directors for the Non-Profit Housing Association of Northern California (NPH) and as an appointed member of Tom Torlakson’s Jobs-Housing Balance Committee, and on a Statewide Committee, Permanent Source of Funds for Housing. Ann has a Political Science degree from UCLA and a Master in City and Regional Planning from UC Berkeley. | Lydia N. Tan Executive Vice President Lydia supervises the real estate development and project finance activities of both BRIDGE and BUILD. She joined BRIDGE in 1991 and has over 20 years of experience in the building industry, including prior experience as an architect. In her thirteen years at BRIDGE, she has been involved in or overseen the development of over 7,800 units of housing throughout California. Prior to her work at BRIDGE, she was a Development Associate at Tsen & Associates, consulting with community-based nonprofits to build affordable housing. Lydia serves on the Santa Clara County Planning Commission and the Board of Directors of the Northern California Community Loan Fund as well as the San Francisco Planning and Urban Research Association. She is also on the Advisory Board of the California Organized Investment Network and a member of the Urban Land Institute. Lydia is a registered architect with an A.B. in Architecture from UC Berkeley and a Master of Business Administration from Stanford University. | Kristy Wang Project Manager Kristy first joined BRIDGE in 2001 and rejoined BRIDGE in 2006 as a Project Manager. Her current projects include Mandela Gateway Townhomes, an affordable for-sale development in West Oakland, the Dolores Lia, an affordable for-sale conversion in Millbrae, and Linden Lofts, a workforce housing for-sale development in West Oakland. During her tenure at BRIDGE, Kristy has worked on many of BRIDGE's important efforts, including Mabuhay Court Senior Apartments and Northside Senior Center, a unique private/public partnership between BRIDGE and the City of San Jose. In addition to her five years of experience at BRIDGE, Kristy has worked for the Massachusetts Department of Housing & Community Development and various architecture firms. Kristy holds a B.A. Architecture degree from Yale University and Masters degrees in City Planning and Real Estate Development from the Massachusetts Institute of Technology. | Brad Wiblin Vice President Since joining BRIDGE in 1994, Brad has completed the development of over 1,000 units of affordable and market-rate housing in San Jose, Irvine, Carlsbad, San Marcos and San Diego. In 1998 Brad opened BRIDGE’s San Diego office and is currently supervising the development of over 750 units in five developments in four cities. Prior to BRIDGE, Brad was a land planner and urban designer primarily responsible for the design elements of residential and mixed-use communities. He is an associate member of the Urban Land Institute and a member of the Residential Real Estate Committee of the University of San Diego. He has a B.S. in Design from Arizona State University and a Masters in City and Regional Planning from UC Berkeley. | Philip Williams Director of Development Mr. Williams joined BRIDGE in April 2007 to lead its investment activities. Before joining BRIDGE, Mr. Williams served as Managing Director for Fannie Mae’s Housing & Community Development division in the Pasadena Western Region office. In this capacity, Mr. Williams was responsible for managing Partnership Offices located in 10 western states and sourcing new business opportunities for Fannie Mae’s Single Family, Multifamily, American Communities Fund and Community Lending business units. Mr. Williams prior work experience also includes working for BRIDGE Housing as a Project Manager, the San Francisco Redevelopment Agency as a Development Specialist, Tsen & Associates, as a Senior Development Associate, and Hellmuth, Obata and Kassabaum as a Project Architect. Mr. Williams is a licensed Architect and earned a Bachelor of Architecture from California Polytechnic State University, San Luis Obispo and a Masters in Business Administration from the Haas School of Business at the University of California Berkeley. | Betsy Nahas Wilson Project Manager Betsy joined the BRIDGE Southern California office in November 2004. She manages projects in Northern San Diego, Orange County and the Inland Empire, and has worked on the development of over 500 units to date. Prior to moving to San Diego and joining BRIDGE, Betsy worked in Boston for the Acquisitions Department at Boston Capital. There she syndicated Tax Credit projects in New York and the Southeast, including Florida, Louisiana, Georgia, Texas and Virginia. She holds a Bachelor of Science and Engineering from Stanford University and a Masters of Engineering Science from the University of Western Australia. | Jon Yolles Project Manager Since joining BRIDGE in 2002, Jon has participated in the rehabilitation and development of 1,000 units of family, senior, rental and homeownership housing. Jon recently completed the rehabilitation of a 49-unit senior complex in San Francisco. Currently, he is working on Cottonwood Creek, a new, 94-unit apartment community and on feasibility and homeownership studies for Suisun City. Jon has also participated in year-15 limited partner buyouts and on BRIDGE’s Green Building Committee. Prior to joining BRIDGE, Jon was a Development Consultant at Legacy Partners, and before that managed business units for a consumer products company. Jon earned a B.A. from the University of Colorado and has completed the Urban Land Institute’s Real Estate Development Program and LISC’s Housing Development Training Institute. |
